Murphy shared that the Shepherd, before his death, hinted at a wider world:

Maybe. Right before Ani stuck him, that speech he made, he was talking to the flock, not us.

"Saltburnt has denied us her wealth for too long. We will no longer be on the outside, but rise and become kings of our own country, lords of our own manor. We won't have to beg, we won't have to plead. All that is theirs will soon be ours. And ours will soon be all there is."

He also talked about how the Flock's belief had allowed him to become one with the Watcher. The way he called it a benefactor implied those people were already there, but the last time Ashcroft was a guest at Saltburnt, he and the thing he brought with him warped all of our memories to create entire other lives.
